Why not? の意味①：～したらどうですか？
“Why not?” は「～したらどうですか？」という意味の英語表現です。
何かを提案するときに使います。

“Why not?” はだれかの提案に対して「もちろんです」と返事をするときにも使われます。
「なぜだめなの？」⇒「断る理由がありません」「もちろんです」といったイメージです。

Why not? の意味③：どうしてだめなの？どうしてできないの？なぜしないの？
“Why not?” はできない理由やそうならない理由を聞くときにも使われます。
たとえば “Kevin is not coming.”（Kevinは来ないよ) という発言に対して “Why not?” (どうして来ないの?）といった具合で使われます。
